• Professor Latin in 'Ideal Versus Real Regulatory Efficiency : Implementation of Uniform Standards and "Fine-Tuning" Regulatory Reform' 37 STAN L. REV. 1267 (1985) expounded the theory that a world of largely unregulated pollution is optimal because the regulatory system wastes millions of dollars every year and is mainly counterproductive. The authors focus on the major flaws of Latin's theory including the working of the existing system of regulation, the implementation of environmental goals and the social benefits flowing from environmental policy. In conclusion, the authors contend that there is a need for fundamental reform of environmental law, while not disparaging the accomplishments which took place in the late 1960's and early 1970's.
