  • This 60-minute videotape presents a panel discussion involving four individuals: executive director of a state literacy resource development center; district manager of a major corporation; policy analyst for the National Adult Education Professional Development Consortium; and executive director an office of De Pauw University's Division of Lifelong Learning. The tape begins with an overview of the role of adult education in light of federal recent welfare reform legislation. Next, approximately 30 minutes are devoted to discussion of two models of provision of adult education to adults moving from welfare to work: (1) the preemployment model (which assumes linear progression through five stages: orientation; assessment; preemployment services such as high school equivalency programming, job training, and job search; and stable employment); and (2) the pre- and postemployment model (which assumes that clients progress from orientation, initial assessment, and placement to training, education, employment, or volunteer work, after which they are reassessed and provided additional training, education, employment, or volunteer work to prepare them for stable employment off the welfare rolls). The two models' pros and cons and the roles of government, business, and education in each model are examined. In the tape's final 10 minutes, panel members answer questions submitted via telephone.
