• This report is a description and summarization of the Child Development Associate (CDA) competency-based training approaches designed and implemented by 13 federally funded pilot training projects. Chapter I provides a historical narrative of the program design and implementations in the first seven years of the CDA program. Chapter II describes the geographical setting, organizational structure and key features of training of each of the 13 pilot projects. The chapter that follows provides information on how the pilot staffs designed, developed, and implemented their approaches to CDA training and program management according to CDA Training Guidelines. Pilot programs are grouped according to commonalities and unique features in their approaches to meeting the CDA Training Criteria. In some cases individual pilots are discussed for purposes of clarity and understanding. At other times the pilots are grouped together and general statements are made. The final chapter discusses positive and negative factors concerning the impact of the projects, including institutional and other changes. Suggestions and recommendations offered by pilot project staffs on administration, curriculum development and implementation are discussed. The appendices include a glossary of CDA terms and procedures, statistical information, academic course and credit information, names of pilot project personnel, resource publications, and publications about CDA.
