The purpose of this guide is to help the Bureau of Prisons develop programs based on a balanced philosophy that recognizes that punishment, deterrence, incapacitation and access to opportunities for self-improvement are all valid purposes of incarceration. The Bureau's basic objectives are, first, to provide a safe and humane environment for inmates and staff; and second, to increase the number of inmates who achieve a successful adjustment upon release to the community by offering offenders a wide variety of opportunities for work, job training, education and counseling.
