The paper examines information systems from the viewpoint of implementations based on current knowledge and experience. It reviews studies that report on how information has been and can be communicated for its exploitation. It discusses various types of systems and schemes that have been developed to aid the information transfer process, including the specialized information center, largescale documentation centers, selective-dissemination-of-information systems, commercial information services, and small-group communication channels. The role of machines in information processing is considered with respect to current and potential hardware and software. Limitations and constraints imposed on formal information-transfer mechanisms by man's information processing behavior are postulated as requiring human interfaces to effect optimal use of information. An information facilities network is suggested as a structure for providing necessary documentation, transmission, and use of information. The network includes facilities for acquisition and control; advosory and counseling services; training of documentalists and information specialists; research, development, and testing support; and administration and coordination. Information activities are related to payoff, particularly with respect to technologically developing societies and potential small-industry users. (Author)
