  • In the late 1910s and early 1920s, Chinese education reformers joined an increasingly global conversation about popular education and democratic governance. In an effort to broaden access to China's schools and democratize its fledgling Republican government, education activists increasingly called for "pingmin education," a new concept derived from Japanese and American educational models and alternatively presented as "commoners' education" or "democratic education." But how did reformers understand the relationship between educating commoners and forming a more democratic society? Drawing on student journals, lectures, and curriculum materials, this article examines three Beijing-based student and professional education groups in order to explore how popular education activists interpreted the neologism pingmin. This exploration reveals that reformers were free to imagine the social and political role of pingmin in diverse ways, but the shared colonial anxiety experienced by reformers ultimately enabled tutelary models of training commoners to predominate over more radically democratic visions.
