The United Kingdom's system of immigration appeals dates back to 1972. At that time decisions on asylum were largely made by the Home Office with assistance of the UNCHR and a small non-governmental body funded by UNCHR who had expertise in this issue; neither the legal profession nor the immigration judiciary were trained on the issue. Very few such cases were argued on appeal. In the late 1970s things began to change. Events, particularly in Sri Lanka and Iran, were giving rise to a growing number of asylum claims.
