- The article is informed by a broad understanding of democracy - a distorted political economy belies claims to legitimacy based solely on the holding of competitive elections - and considers the uneasy relationship between trade unions and civil society. The experience of trade unions in Russia and Ukraine shows why they do not fit neatly into civil society as the term is often used. The marginalisation of organised labour in these states is explained with reference to economic reform, and the weakness of trade unionism is discussed in terms of democratisation.
