In response to the critical contribution by Shula Marks, Freund's principal response is to reiterate that his own interest in the subject of the National Health Commission is very different from hers. He thinks they generally concur in their view of Jan Smuts. However, Freund wanted to understand how the appointment and existence of this Commission fitted into broader ideas about modernisation and industrial restructuring, which tied the health reformers for a time, albeit not very firmly, to an attempt to influence the government of the day.
