  • The legal form of European Union is a disputable subject which everybody has different ideas on it. The structure of European Union, with its special character, is not similar to well known international organizational structures. In the same kind, it is difficult to accept European Union as a federal state or Confederation. It is important to know that how European Union is established, how it is changed while it is determined European Union’s legal form. In this study, first, whether EU has peculiarities of an international organization, what are its differences from conventional international organizations and especially, it is argued that its results of not being a unified international legal personality against outside. Second, it is showed that European Union is not a Confederation in terms of law. Another topic we focused on is that whether EU can accept a federation or not. We conclude that EU has not a federative state structure, because it has not Country’s elements of State, nation and sovereignty. Another subject it is argued that whether EU can be seen as a “unified states”. At last, it is discussed the future direction of European Union.
