Bhagat is Professor and Head of the Department of Migration and Urban Studies, International Institute for Population Sciences (IIPS), Mumbai, India. He is also the convenor of the South Asia Centre for Labour Mobility and Migrants (SALAM) - a knowledge hub established with the support from ILO, IOM and UN-Women. He also served as Chief Editor of Demography India - an official journal of the Indian Association for the Study of Population (IASP).
